Abstract

BRAVO PENA, Luis Carlos; DOODE MATSUMOTO, Olga Shoko; CASTELLANOS VILLEGAS, Alejandro E.  and  ESPEJEL CARBAJAL, Ileana. Políticas rurales y pérdida de cobertura vegetal: Elementos para reformular instrumentos de fomento agropecuario relacionados con la apertura de praderas ganaderas en el noroeste de México. Región y sociedad [online]. 2010, vol.22, n.48, pp.3-35. ISSN 2448-4849.

Mexico has a deforestation rate of almost 600,000 hectares per year. One of the most important causes is related to the promotion of a livestock development program that has ignored the environmental impacts. In this article we identify some of the existing links between programs like Alianza para el Campo and Estímulos a la Productividad Ganadera and deforestation trends by the opening of buffelgrass prairies (Pennisetum ciliare) in Sonora, and we suggest modifications to the current environmental laws to regulate this phenomenon. We also propose ways to evaluate the environmental performance of subsidies programs related to deforestation, and also to improve sectorial strategies for livestock development.

Keywords : deforestation; subsidies; PROGAN; ALCAMPO; environmental legislation.
