Abstract

This article addresses selected public policy issues that both unite and divide women at the United States-Mexico border, focusing on the metropolitan area of Ciudad Juárez-El Paso, that conform an "interdependent economy," with a population of over two million people, most of whom share Mexican heritage. in so doing, we analyze a complex perspective: the global economy in which Juárez maquiladoras are at the frontlines; rightward ideological turns in both Mexican and United States governments; divided government both in terms of partisan affiliations and federalisms, which both governments practice differently. However, women do organize groups that represent their interests, but their voices have been marginalized in society and the legislature. There are only a few bi-national organizations, with several key exceptions in the areas of health and violence.
