Abstract

ARZALUZ SOLANO, Socorro  and  JURADO MONTELONGO, Mario Alberto. Estrategias de combate a la pobreza. El Programa Hábitat en ciudades fronterizas del norte de México: los casos de Nogales, Sonora y Ciudad Juárez, Chihuahua. Región y sociedad [online]. 2006, vol.18, n.37, pp.85-126. ISSN 2448-4849.

This paper analyzes the application of Programa Hábitat, designed by the Fox Administration in 2002, in two border cities: Nogales, Sonora, and Ciudad Juárez, Chihuahua. The implementation of the program and its particulars is analyzed, indicating, among other aspects, the different agents that took part in the execution of Hábitat, who in spite of the clarity of the rules were different in each case. We also analyze the mechanisms for community participation encouraged by the local governments in both cases. We included a final reflection on the development of Hábitat in the northern border, and give some recommendations.
