People participation regarding water management in 23 places of Valle Juarez, Chihuahua, is analized in this text using two variables: external and internal influences of the individual. Each one of these variables is integrated by several indictators. Among the external factores, there are the place of birth, education, employment, and income; regarding the internal factors, there are the low grading given to the operating organizations, and low participation, and low payment willingness.
