Abstract

This article talks about the diversification of the Higher Education State System (SEES, in its Spanish initials) of Baja California, according to the current regional economical specialization, and the historical process of its integration. The study concludes that the institutions efforts alone are the ones which shape the users point of view about higher education, rather than the state coordination. This is because the opinion of the different actors about the definition of the governmental policy is restricted. In order to arrive to the above mentioned conclusion, a SEES evaluation was done, through a survey among students; and interviews to presidents and directors of different state higher education institutions (IES, in its Spanish initials), the first quarter of 2000.The criteria used were equity and quality.
