Institutions serve as a framework for interactions among different social actors over whom the state plays a central -but not exclusive- role in the fabric of society. Given this, this research project’s main aim is to analyze the educational impact of social programs targeting children in the Solidaridad and Castañares Neighborhoods of the city of Salta, Argentina. The author’s theoretical focus is based on the notion of social institutionality, since the social programs and the actions that stem from them are contextualized in networks that, when institutionalized, facilitating collective action, give rise to the creation of social capital. The author’s starting point is the supposition that social programs for children achieve different educational results depending on their contexts and areas; to prove this, he uses both qualitative and quantitative methodologies.
