Abstract

The author analyzes public participation processes in 51 environmental infrastructure projects certified by the Border Environment Cooperation Commission (BECC) along the Sonora-Arizona border from 1996 to 2017. In particular, he looks at citizen participation in the Monitoring Committees and the way in which the becc has generated a governance model capable of achieving creative public deliberation agreed upon by the different participating actors.
