This article analyzes the evolution of the issue of climate change in the United States from the administration of George Bush Sr. (1989-1993) until that of Barack Obama. Despite the fact that the latter made climate change and energy independence one of the pillars of his policy, the federal government has not played an active role. However, at a local and state level there are some successes: California's is the most outstanding case. To understand the opposition to the approval of a federal climate change law, we must understand business interests, which influence decision-making through lobbying.
