Economic disparities in North America are confirmed by the analysis of innovation infrastructures, especially when it comes to NGOs acting as public-private networking agents. NGOs and civic associations dedicated to innovation have a tradition in the U.S. and Canada, while in Mexico they have recently launched basic networking and brokering activities. Given the unequal context of innovation institutions in North America that checks the possibility of a fair comparison, this paper provides a within-case analysis of the Arco Alliance in Mexico, a hybrid partnership involving public, private, and civic organizations, meant to promote regional innovation based on an OECD ideology. Additionally, policy-tracing methodology is used to analyze the adequacy of the OECD innovation model when applied to the Mexican situation.
