A farmer organization policy is studied through the case of the Baja California Wheat Product System. The performance of the committee that represents it is evaluated. There is no research on these problems in northern Mexico, therefore it is imperative to document and publish the knowledge generated for its understanding over time. With structured interviews and the construction of Problem Trees, causes and effects were determined and means and ends were identified. The political environment has hindered the achievement of objectives; an institutional arrangement is required to allow better public intervention in intermediation, policy design and to understand the opportune moments of intervention that give certainty to farmers’ decisions.
