Abstract

PRIES, Ludger. Between the welcome and the rejection: the “Crisis of refugees” in Europe. Polis [online]. 2018, vol.14, n.2, pp.71-96. ISSN 2594-0686.

Based on the massive influx of refugees in Europe during 2015 and 2016 the article summarizes the development for Germany. It reconstructs and explains the so-called miracle of September 2015 of a warm welcoming. Then it argues that the European Union developed a nice Common European Asylum System (CEAS), but that it revealed its weaknesses and finally broke down in light of the refugee movements of 2015. The main flaws of CEAS are analysed. It is argued that it was mainly civil society and their organisational networks that ‘closed the gap’ between a nice regulative framework and the restrictive policy of member states that is characterised as ‘organised non-responsibility’. Finally, future challenges are discussed.
