The objective of this article is to analyze the problems faced by a democratically elected local government to achieve the highest degree of social equality of its governed. In this case, we study the experience of the delegational headquarters of the Partido de la Revolucion Democrática in Iztapalapa, one of the delegations with a high level of social marginalization and the largest population in the capital of the Mexican Republic. We analyze the social policies implemented by five PRD administrations, highlighting their limited results in the living conditions of the majority of the population. This is mainly a consequence of government actions that have been reduced to economic transfers for vulnerable groups and people in a situation of high marginalization. The PRD experience in delegations such as Iztapalapa shows that in order to comply with a left program, it is not enough for the government to be democratically elected or to allocate resources directly to the population. It is required long-term policies (framed in a global governance program) that have as essential principle the pursuit of social equality.
