The new U.S. security model after the 9/11 terrorist attacks and the Mexico’s presidential strategy to combat the organized crime in 2007, led to a new scenario for bilateral cooperation. On March 2007, the Merida Initiative was announced. It was a high-level agreement between both governments to combat transnational organized crime under the principle of shared responsibility. This article presents the history of Mexico-U.S. bilateral cooperation to combat drug trafficking and the actions within the Mérida Initiative framework. It also proposes to continue strengthening, under this program, the Rule of Law and building stronger communities.
