Abstract

The status of the municipalities of Mexico constitutes an excellent reason to take a look at the legal framework of the townships. To analyze the reality of Mexican positive law produced by counsellors is a seemingly trivial and ephemeral exercise, but of profound practical consequences. To dig up darker sides of positive law brings surprises. It is not a question of combating the unknown and forgotten municipal legal system; but the demonstration of the intimate wish to attend this sector. This yearning, in reading of the statutory texts, was strengthened, to arrive at the conviction that the complaint against the irresponsibility, ignorance and negligence, is already a step towards such improvement.
