Abstract

AGUIRRE SALA, Jorge Francisco. Necessity and conditions of the liquid democracy: the first steps in Mexico. Culturales [online]. 2016, vol.4, n.2, pp.135-161. ISSN 2448-539X.

Three objectives are proposed: to show the need of the liquid democracy, to describe their conditions and characteristics, and to analyze the viability, de jure and de facto, in the Mexican legal framework based on the most recent political reforms. To achieve these purposes is exposed below: the citizen surveys and general and theoretical framework on political representativeness and its limitations, the specific theoretical framework and liquid versions of participatory democracy to reveal their scope, and the compilation, interpretation and projection of the legal and political elements existing in Mexico that would guide the liquid model. Finally, some lines which can be further developed Liquid Democracy in Mexico are outlined. To do this, we take into account the recent emergence of independent candidates, including electronic voting and other instruments of citizen participation.

Keywords : deliberation; independent candidates; proxies; revocation; electronic democracy.
