Can citizen´s participation in public affairs of their communities became a solution for the bias of representation process of democratic institutions? (Przeworski, 2018; Mair, 2017; Mansbridge, 2011; Durston, 2001). Using data from National Survey of Political Culture, this work finds that people who are being less represented are also less likely to decide in social participation spaces. The study concludes that if social and economic conditions are not transformed previously (reducing inequalities of income, time, information and organization), and deliberative methodologies are not adopted to shape people participation, participative democracy is not effective to reduce representation bias.
