More than half the world population live already in cities. As a global happening, it is not older than two centuries. In 2050, it will refer to 68% of humanity. Cities will be, more and more, hierarchic systems and interaction nets, and adapt complexes: they will be the real motors of economic growth and innovation. They are also, and will be, always more, consumers of energy, water and materials from external zones, and producers of waste and gases, and their growth will destroy woods and biodiversity. In Mexico, there are already big cities, and others will emerge, big, medium and small, integrated. An urban policy is necessary, one that integrates and guides in a healthy way this fact. Some elements are proposed.
