The failure of the policies followed during the neoliberal governments is emphasized and there is proposed to realize adjustments in order that the State takes again an active role to alleviate the inequalities; and through public spending to achieve efficiency and rigor in the execution of programs that attends the promotion of economic growth and social justice in a reasonable time; through an honest and efficient management of public expenditure.
