In this paper is presented a unitary vision about principal current problems with a historical and interdisciplinary perspective, in which are explained essential features of new capitalism since advent of informatics revolution, globalization and neoliberalism until international crisis of 2008, declination of United States and its hegemony crisis. From international conditions mentioned is analysed conformation of a new order multipolar world formed for two big blocks of countries: Countries with predominance of neoliberalism and Different countries opposites of neoliberalism. In the second countries block, there are two distinct development ways that not only differentiate to countries, but cross social relations, cultural classes, social groups and political-social forces of each locality, nation or multinational region. Finally, in this paper is concluded that construction of a new order multipolar world will enable new popular development ways and democratic from historical accumulation of forces in current common struggle facing the neoliberalism.
