Stubborn realities -points out the author- end up imposing themselves on the overloaded construction of ideology. The global financial crisis has resulted in a questioning of the neo-liberal cannon and of our concept of globalization. He recognizes the lack of consensus between governments and specialists regarding the changes in paradigm that should be implemented as a result of the global financial crisis and the forms of exit from the first recession with worldwide scope. He warns that it is possible to infer the general sense of the movements that are now in gestation; the minimal State is no longer a viable or reasonable aspiration in economic and political terms, and there is the anticipation of a new arrangement between societies and trade that will bring with it waves of institutional innovation. The crisis has many sides and it affects many dimensions of social life, especially in countries that will by force have a delayed recovery with respect to the first world. The economic aspect will demand a revision of the paradigms and models that feed public policy, the design of industrial policies, and even the implementation of countercyclical actions that may reduce the negative effects of this depression. The neo-liberal division of functions between State and commerce is no longer fitting. Due to unavoidable necessity, government interventionism will become a more or less permanent characteristic.
