Financial reforms undertaken in developing countries after the debt crisis of the 80s have lead to very different results from the expectations, which ignored the imperfect competence of financial markets. The author puts forward a set of actions oriented to correct the failures in financial intermediation and favor a more effective channeling of savings to productive investment.
