The paper analyzes the intergovernmental coordination of the three government levels in Mexico; through the management of resources from the Mining Fund, which is carried out by the Committees of Regional Development for the Mining Zones. We designed the Index of Intergovernmental Coordination of Mining States and Municipalities with four variables: 1) relationship between number of approved public works and amount granted from the Mining Fund; 2) coordination of territorial development policies; 3) political coordination and 4) social participation. The sample included 89 municipalities from Coahuila, Chihuahua, Durango, Sonora, and Zacatecas. The findings show that the political factors and the existence of other federal programs, that finance public work projects in the municipalities; they best explain the intergovernmental coordination in the program resource management.
