Federal legislation issued in San Luis Potosi by the republican government in 1863 and 1867: Valuable source to understand the French Intervention. In June 9th, 1863 President Benito Juarez arrived in the city of San Luis Potosi along with his cabinet. They were received at La Pila Hacienda with public acclamation from there until their final destination at the government palace, event which happened around eleven thirty in the morning. Bells from all the temples and churches tolled and some artillery rounded announcing that the supreme powers of the union were arriving in the new capital of the country, San Luis Potosi, as it was declared by decree issued on May 29th, 1863. A foundational legislative and political conjuncture in the process of the country's defense began with this single event. In legal terms it is possible to say that much of what would be the reorganization of the national state during the French intervention, was conducted by the government during these brief periods in which the federal powers were located in San Luis. This article analyses the legislation issued by the federal government from this provisional capital in these intervals, and it argues that its significance is that such provisions were focused on ensuring the basic operation of the weak Mexican government during the war.
