From some of general foundations of the theory of the society of risk, by Ulrich Beck in the eighties, this article sets forth a proposal to analyze the process of social mobilization resulted from the collective construction of a rejection of the methods of insertion, exploitation and transformation of the landscape by the Canadian mining near of the city of San Luis Potosí. With an emphatic glance of the conflict, from the discursive strategies of three key actors in the case: the State, the Canadian mining company and local society, in different forms such as boards of collectives and defence fronts, are the phases in which breaks down the process of conflict, then identifies which of these the discourse of environmental risks is on the base or the focus of the opposition and represented in the figure of the Broad Opposition Front (FAO) to the Minera San Xavie. Towards the end, from the case study, we propose that local societies such as the of the Valley of San Luis Potosí, are so recent rejection of the methods currently used by Canadian mining companies, such as the emergence of the social perception of the institutions of the State at various levels, are producing and legitimizing of hazards and risks to the extent that are based on an essentially economic rationality.
