Growing interest has been paid to Mexican migrant associations in the United States because of their role in promoting local and regional development in Mexico through the collective remittances they generate. However, the changes occurring in the scope of their activities has received less attention. This article examines the incorporation of a discourse of human rights that has appeared within these associations as a result of their participation in the debate over the passage of California's Proposition 187. Changes during the 1990s were a basic factor1n bringing the human-rights discourse to these groups, thus promoting a sense of rights and belonging among the Mexican migrant communities in their destination societies.
