In late January 2015, Cuba and the United States began talks to restore diplomatic ties and continue the long process towards normalization of their relations. ¿Why two governments decide to resume formal and official contacts? This work intends to contribute ideas on the most important for the region at the present time event. The policy pursued by Washington to Cuba since 1959 responds to its national interests, but also to regional and global context. ¿Are there winners and losers?.
