The new circumstances demand new ideas. The logic of market of the neoliberalism has collapsed with the financial crisis. A logic that was imposed in the university through the dogma that settled down as their high-priority function to form for the "economy of knowledge." The failure of the invisible "hand of the market", puts in first place the culture that should give answer to a renovated conception of the higher education. In the first place it should be separated the logic of the culture from the logic of capital. The culture guides the education around the objectives that are strategic for the continent beyond the pure market. It drives to the integration for their effects in the citizenship, in the continental identity and in the social cohesion. In turn the crisis of "the privated" revalues the public education that is recognized as indispensable support for the development of the culture, whichever is the form that this takes. Referred to Latin America the culture should be focused as a common trunk in which the identity is sustained with afoliage of singularities from which the ethnic, social and national diverse groups differ. It is of the implants in the trunk that one goes from the multiculturality to the interculturality, where the confrontation is surmounted between the similar thing and the different thing, the tolerance transforms into a method and the syncretism into an horizon. The cultural responsibility can only be assumed by the public education that forms for the common social space and not only for the places where the private interests are negotiated. To outline the public paper of the culture and the responsibility that with it comes for the university, means to reestablish the social, academic and mediatic memoirs, often canceled by an university vision that is satisfied in the economy of the knowledge. The education constitutes a fundamental dimension of the culture. The culture is the one that constitutes the source and the purpose of the development and it is necessary to remember that the cultural and economic development is a challenge before than a technical question. It is from the culture from where the future is thought.
