This article highlights the main aspects of a public policy that comprehensively addresses the needs of elderly residents of the municipality of Solidaridad, Quintana Roo, based on a qualitative diagnosis carried out by an exploratory investigation based on 12 in-depth interviews. This research is relevant because of the scarcity of information on how elderly people live in one of Mexico’s main tourist destinations. We found that measures developed by the local administration tend to be uncoordinated and produce little impact in improving living conditions for the elderly. Our main conclusions are twofold: the elderly population’s needs in the municipality are diverse, and therefore measures implemented to attend to these needs must also be diverse; further, no effort is made to create conditions in which the elderly can exercise their rights, underscoring the fact that the elderly are viewed solely as vulnerable subjects.
