Abstract

The goal of this paper is to analyze how the Bureau of Assistance to Children and Families of the State of Yucatan, Mexico, uses the concept of vulnerability in its official discourse. Using institutional ethnography, we interviewed civil servants from the Bureau and reviewed documents regarding their activities. We demonstrate that official discourse differs from the real implications of its use, mainly in terms of the multidimensional character and structure that arise from the experiences of vulnerable people. In this article, we reflect on the importance of situated contexts in order to gain greater understanding of the histories of risk and to propose strategies of action.
