The involvement of local actors has been identified as a condition for improving the effectiveness and efficiency of rural development initiatives, becoming a prerequisite in many cases, but rarely taken into account are the implications of this type of intervention strategy in the local context. This article analyzes the social dynamics associated with participation of local actors in rural development intervention programs in a rural community of Chiapas located near the Guatemalan border. The arguments elaborated in the text include that costs of the projects are often transferred to local participants, that the poverty of community members severely limits their ability to participate in the projects, and that power relations of community members play a determining role in their participation.
