The concept of citizenship is once again the center of theoretical reflection and public debate especially from the last years of last century. Democratic society is based on conflict and, therefore, the policy of the immediate future must focus on developing strategies for finding new modes of interaction between majority and minority which preserve the right to political differences and different cultural groups, while maintaining a harmonious living space. In this sense, the concept of citizenship makes the difference between those who possess it as normative to highlight the social and cultural rights and obligations, not only political, and those who do not have it due to take the course of emigration.
