Migration, national security and development are categories that occupy a privileged place in the agendas and the national and international debates of the 21th century. Starting from the experiences of the southern border of Mexico, this article intends to unpack the reading of the “virtuous circle of prosperity” derived from the articulation of these three categories, in order to make visible the character and nature of the oppositions that prevail between them, corroborating that international migration turns into a “threat” that rehabilitates the discourse of the time of the “enemy” that justifies recurrent violations of human rights, giving them a sense of normality, and therefore, of impunity.
