Abstract

PERALTA RUIZ, Víctor. The constitutional insecurity. The independent Peruvian governments and the viceregal government in Cusco (1820-1824). Sig. his [online]. 2021, vol.23, n.46, pp.120-153.  Epub Oct 04, 2021. ISSN 1665-4420.

This article, comparatively, analyzes the constitutional performance of the governments of independent Peru, which were five in total, and of the viceregal government established in Cusco during the so-called Spanish Liberal Triennium. It will be argued that, apart from the warlike confrontation between republican Peru and “gaditan” Peru, both realities implemented main constitutional measures. The degree of application of the constitutional legality in both realities was conditioned by the war situation.
