It is complicated to speak about army in the time of Benito Juárez, especially during the Reform and the Second Empire. Generally, the armies that contended since 1854 until 1867, they were organized according to two models that were originated at the end of the 18th century. In that time the disagreement in the structure of the armies reflected the differences in the model of State between two projects: one tended to fortify the provincial autonomy with the organization of militias or the other one which tended to emphasized the function of the central permanent army.
