This article is a reflection on the relationship between levels of education and citizen participation in Mexico, compared with other countries through an analysis of their scores in different international programs such as the PISA 2009, the study of Civics and Citizenship (ICCS) also in 2009, as well as participation in the presidential election of 2012 in which it was found that nearly 28 million Mexicans did not vote and that the election was decided by just over 19 million votes. As to the PISA and ICCS it was observed that countries with top places in the evaluation also appear as pointers in Better Life Index, a tool that measures the quality of life of the countries of the Organization for Economic Cooperation and Development in the areas of education, civic participation and employment. For Mexico the basic results provide evidence that students have kept the worst education of the OCDE and low civic performance.
