Abstract

Analyzing the public management modernization policy, from 1990 to 2006, the article identifies the model which might explain how policies are formulated in the country. This model has been identified from evidence collected through 37 interviews to key actors of the process, official documents, and media analysis. The model diverges from Kingdon and IABS's approaches, which are commonly used to explain the policy formulation process in Latin America. The article explains which might be the reasons of the divergence.
