The paper specifies the notion of evaluation & assessment, in relation to the quality of education systems at the elementary and middle levels. The situation in Mexico and Latin America is reviewed in regard to five specific types of evaluation: learning tests, statistical indicators, evaluations of teachers, evaluations of schools and of higher education institutions. Finally two future scenarios are outlined: one which could be expected if trends currently prevailing are not substantially altered; another one if negative aspects are corrected and positive are enhanced.
