The aim of this work is to show why the policies and programs oriented to reduce the educational dropout of agricultural migrant workers fail to resist the web of factors that contribute for the school absenteeism practices and the interruption of schooling trajectories. The Preschool and Primary Education for Children of Agricultural Migrant Workers Program (PRONIM) and Oportunities Program were examined in the light of theories of justice (Sen, Ferrajoli, Elster and Ricoeur). In addition, based on the theory of social practices from Bourdieu, we have reconstructed the web of the factors that results from combining economic, political, cultural and social capitals of this population, as well as the key features of the habitus that characterizes them and the rules governing the field of agribusiness. The argument offered supports the conclusion that the policies and programs fail to resist this plot and these rules, because they carry within them a basic axiological contradiction: they seek equity with a sense of equal justice and therefore, they do not look the specificity of the members of this population and the way they are constantly harmed.
