Abstract

This paper describes both normative and conceptual frameworks in which the Educational Indicators System (SIE) of the National Institute for Educational Evaluation of Mexico is based. The main elements of national regulations are discussed emphasizing the right to education, preserved in the Mexican Constitution, as one of the leading guidelines for the development of that system. Two elements of the conceptual framework are presented, a multidimensional concept of educational quality and a systemic model to evaluate it. This model, unlike previous versions, explicitly incorporates the planning stage as an interface that allows, in theory, to compare what has been achieved with what is proposed by the education system. The report also presents both the evolution of the System of Education Indicators from 2003 to 2009 and examples of studies that support the creation of new indicators. Finally, several estimators of the cohort student flow in elementary and middle secondary school, based in longitudinal methods, are described. These measurements clearly show that the completion rate for primary is overstated, that the main problem at primary is the repetition and at middle secondary education is the school drop-out.
