This study analyzes the economic and political criteria and the existence of political-economic equilibria in planning intergovernmental grants to Mexican municipalities. The results show that the aggregated planned grants are inversely related to municipal development. They also show that there are defined relationships among the planned transfers and the political preferences. Thus, the evidence supports the existence of economic and political criteria in planning. The study uses a panel of 873 annual observations for the 125 municipalities of Jalisco during the period 2005-2011.
