This paper focus on the financial information presented to the Electoral Organism of Jalisco between 2000-2007 by the 3 political parties with greater national and state presence (PAN, PRI and PRD), as well as in the information of public funds provided to parties by the IFE and the IEPC (Electoral and Citizen Participation Institute of Jalisco), for public funding and its spending, bring up key elements on Parties' downgrading of democracy; a theoretical section on Political Party functions that will allow to estimate the range between theory and praxis, is included; some issues of the electoral legislation that work as a normative framework to the performance of parties, a framework that the own parties have approved and modified at will in their quality of members of the government institutions, are also considered; to end analizing the 2007 Electoral Reform and the regressive changes in the amount of some public funds.
