Abstract

Comparative research about welfare regimes has belatedly developed in Latin America and East Asia. This article presents a comparison and balance between recent debates about welfare regimes in South Corea and Mexico. An analysis is proposed about South Corea's gradual abandonment of a residual regime and adoption of a universalist institutionalization, in the wake of limited markets and governed by public action in social policy, still family-oriented and socially strong but in decline. A study is proposed of how in Mexico a dualist regime has become entrenched with instances which harden stratification in the social security system and protection for the poor. This renders more difficult the resurgence of a sociopolitical coalition in favor of social citizenship.
