Latin America, has been historically and is still at present a disintegrated and incoherent region, whose development is oriented in the direction of the political guidelines drawn by the dominant ones, whether they are other States or transnational actors, who operate from abroad or from within and they develop and maintain few and weak political guidelines of resistance or autonomy, for the most part not shared by all the States and, in many cases, boycotted by they themselves in dysfunctional attitudes towards the region's interests and functional to external interests.
