This article explores de development of the rights of freedom of speech and access to public information in the Mexican Constitution. It analyzes the gap between the de jure recognition in the Constitution of these rights and the de facto access to useful and reusable information for the exercise of human rights on the other. It seeks to answer what is the purpose of the information posted in the government websites, and what should be its quality in order to guarantee the right to access of information in an era of open government. For that purpose it reviews the literature on the quality of public information and explores the areas of opportunity of the Mexican government websites.
