The objective of this research was to elaborate the Development Plan of the municipality of Acaxochitlan, state of Hidalgo 2009-2015, applying the "Objective-Oriented Project Planning", participatory workshops were held, and they allowed the diagnosing problems and designing alternative solutions. As a result we have seven development strategic axes: institutional strength, competitiveness and development of the primary activity, suitable road infrastructure and services, generating companies of permanent employments, availability of basic quality public services, honesty and efficiency in the assignment of resources to society, and provision of supports to vulnerable groups. This plan is functional, integral and comprehensive.
