We explore who, where, how much and why suffer from the first level Digital Divide in the intra-metropolitan area of Toluca. On a global scale and in each of its 12,307 blocks. The literature does not report works that examine these questions with this spatial disaggregation. We use a Socio-spatial Index of Digital Gap, spatial autocorrelation techniques, and a Geographically Weighted Regression model, explaining the phenomenon in statistical terms, with global and block significance. The most important explanatory variables were: schooling, religion, population density, migration, and ethnicity. Education is a crucial variable. We outline a policy to reduce the Digital Divide according to the socio-territorial realities of the ZMT.
