To measure poverty we use the monetary approach and the method of poverty lines (Sen, 1976; Foster, Greer and Thoerbecke, 1984); besides, the technique of static microsimulation (Bourguignon and Spadaro, 2006) to estimate the impact of cash transfers in reducing poverty. We found a reduced success of Oportunidades program in reducing poverty and the South-southeast notes the highest rates of all types of poverty, which questions the effectiveness of the program. The limited impact is due to the financial inadequacies of the program, as well as failures in targeting. The data come from the National Survey of Income and Expenditure of Households (2002 and 2006).
