In this work we examine how the growth of the impoverished urban population, added to the oldest challenge posed by the health care of disperse rural population, has made even more complex to deal with the difficult task of caring for Mexican population's health. We emphasize on the importance of studying the specificity of the causal constellations that give rise to the pathology of this growing segment of the population, as well as the cultural matrix from which they perceive their health problems and orient their preventive and curative behaviors. The main characteristics of the supply of services of medical attention are reviewed and the possibilities of effective operation of the preventive and curative programs in this context are analyzed. The paper discusses the limitation of the current public health policy to face the worrisome situation described.
