The actual urban planning policies and programs of the Distrito Federal and the urban laws have proved their innefectiveness as a tool for regulating uncontrolled urban sprawl in the city's periphery. Through land control uses and density, these plans offer similar planning criterion to urban areas that are already densely constructed than those areas in the extreme periphery that still have agricultural or environmental uses, but are under land use conversion process through the settlement of scattered dwellings. This article stresses the need to change our "holistic" planning approach, in which all the territory within the city and its surroundings is giving a land use; to a more realistic approach acting only on areas that are environmentally vulnerable in order to preserve them; on spots that can concentrate future community services and eventually can function as subcenters of the new urban growth, and on communication lines that in the future can serve as a primary urban system network. Having assured these elements with which urban growth can be structured, the rest of the territory can be left as nowadays, to be innevitably occupied by uncontrolled settlements.
