Without unknown the existing approaches on fundamental aspects of social problems in Latin America, for example the poverty and the political matters that in a predominant way is formulated to face it. The argumental trajectory of this work is directed to show the importance of working towards the development of one more ampler perspective. The collated empirical references do not talk about precise facts, but to indicators that mark tendencies. Being the intentions joined here of comprehensive nature, taking into consideration the barely premise according to social problematic and the own social policy, its bonds with the general policy, the model of development and the type of democracy that the predominant policy wants to show.
